Shelley Barrows is a partner in the Technology, Media & Telecommunications practice of Deloitte. Shelley rejoined Deloitte's Boston practice in 1999. Prior to rejoining Deloitte, she spent three years on staff at the United States Securities and Exchange Commission (SEC) in Washington, D.C., and a year as the director of finance at a venture-backed Internet startup company.
Shelley's experience at the SEC included the review of registration statements, proxy solicitation material, and other filings for compliance with SEC rules and regulations, GAAP, and GAAS. She specialized in the technology, bio-tech, and communications industries.
Shelley has over 17 years of experience advising companies and significant experience in the areas of software revenue recognition, complex equity instruments, initial public offerings, mergers and acquisitions, and restructurings. Shelley currently works with large multinational clients in the Technology and also the Consumer Products Industry. She is a national specialist on software revenue recognition and leads the software sector within Deloitte's New England Technology practice. In addition, she is also a member of Deloitte's International Financial Reporting Standards ("IFRS") team where her role on the IFRS team is to lead a research project for Deloitte Research around the significantly increased judgment that will result from converting from the rules-based standards of United States GAAP to the principles-based standards of IFRS.
